They do seem to be.  You can get them without paying much of a price
premium, from the various taiwanese vendors.  I've got one from A4Tech
which has four buttons and two scrollwheels (one for left/right, the
other for up/down).  Paid $25 for it as I recall, and it's the top of
their line.
