Two reasons:

    1) Because each menu item could be added by a separate component. For
example, Change Password could be added by one component and Synchronize by
another.

    2) Because the component adding menu items doesn't know they are going
into the middle of a menu. They could be going into their own brand new
menu. In that case a separator at the top would look pretty silly.
