This sounds like a reasonable addition.

They've basically been left unimplemented until somebody needs them.
So, if you need them, they would be good to add.

In fact, I would say that if you add functions to retrieve the drag
source/dest info; those functions should only have variants that 
retrieve TargetList and not have functions to get things back as
an array. So, from that perspective, functions to set from a
TargetList are a good thing from the perspective of symmetry.
