I think our policy here is that:
- Error messages that would be seen by a user under normal operation
should be translated.
- Error messages that indicate a broken program should not be translated.
In general, I don't think translating error messages that get printed
to standard error is a big priority; in the normal mode of operation
of GTK+, the user doesn't see the standard error output at all.
But error messages that are passed back to the program so that they
could be displayed in a dialog box should definitely be translated.
