setting flags in GIOChannel

	If nobody objects, I'm going to change g_io_channel_get_flags ()
so that it rechecks the values of the is_readable and is_writeable
flags in the GIOChannel struct. This, along with adding a function
to allow people to set/get the value of the close_on_unref flag,
will allow us to take the GIOChannel struct private.
