Hum, there have been attempts to do an update to rfc2396 (IURI
now expired draft from Masinter), I don't know specifically if there have
been such an update (IETF is a pain in this respect someone know how to find
an hypertext of dependancies between RFC ? I think I would buy this !
http://www.networksorcery.com/enp/rfcs.htm helps but is not sufficient).
Basically as you pointed out file:/a/b/ has troubles, and the canonical
form we should use is file:///a/b .
