API bugs not on the API milestone

I just made a pass through the bug tracker looking for API bugs not
on the 2.0 API Freeze milestone. Most of these were filed recently -
a few were hidden among the 2.0.0 milestone bugs.

The 26 bugs are listed below. I put 6 of them on the 2.0 API freeze
milestone tentatively; the others were all disposed of in other
ways ... punting, fixing, not-fixing, etc.
