GTK options, WM_CLASS, --name sets class

If one does not explicity set --name and --class, WM_CLASS is
progname/Progname. If one sets '--name foo', WM_CLASS is foo/Foo. Why does
--name set both name and class instead of foo/Progname? --class sets only
class. For what its worth, 'xterm -name foo' sets foo/XTerm.
