Is rewriting a bunch of code that could just be used cleaner?

It _is_ glib independent, it just happens to have a bunch of
code in it that looks a lot like GLib.

(The source tarball could be made smaller by stripping out
the unused parts of GLib, but that's quite a bit of work
for not much change.)

It might be good to send it to Havoc as well. He's had more time
than Martijn to work on pkg-config recently.
