I don't know about the patch, but it should be. As far as I remember,
Windows, Mac, and maybe KDE mirror their whole widget arrangements
across the vertical for languages such as Arabic and Hebrew.
I don't think that there are any vertically read languages. I think that
languages such as Japanese and Chinese can be optionally top-to-bottom
or left-to-right.
