Loading GTK+ 2.0 Modules

With both GTK+ 1.2.x and GTK+ 2.0 installed, how will modules be loaded 
since both libraries appear to read from the same environment variable 
GTK_MODULES?  Presumably a GNOME assistive technology would want to set the 
GTK_MODULES environment variable to load Gail for all GNOME apps, perhaps 
in .bash_profile.  This will break if an app uses GTK+ 1.2.x and attempts 
to load gail.  am I missing something?
