which i personally have no problem with, but i don't set the rules with
gtk.

for some reason i had thought gtk_init_check() performed this - but
looking at the code i am obviously an idiot.

how warm would you be on a patch to get this working?  at worst i can
just patch our build to work around this in some evil way, but i'd
rather have it fixed for real / more nicely.

at least i now know an upper bound on the bad hack i should use to fix
this.
