There appears to be an additional complication with this method.

If -l flags for C++ libraries have been added to $LIBS
before the check for gtk, doing

$LIBS="$LIBS $GTK_LIBS$"

causes it to fail under AC_LANG_C. However, not including
$LIBS doesn't allow people to pass -L options.
