faq & tutorial maintenance

Hello Tony Gale and everybody,

One way to keep the FAQ and tutorial more up to date might
be to establish a policy of "commit at will", to make the
barrier to contribution as low as possible. What do you
think?

(I think some people may not realize that it's in the gtk+
cvs module-- I didn't until the other day.)
