outstanding 2.4 features

Still trying to reduce the list of outstanding features for 2.4...

- new file selector  
  ...still blocked on properties-on-interfaces

- new combo box
  will have to wait until Kris returns

- action-based menus
  the consensus seems to be in favour of merging it now, instead of waiting
  for never-forthcoming bonoboui feedback. Who is looking into getting the
egg 
  menu code into gtk+ ? James ? Soeren ? I could look at this myself, but it
would
  probably be much faster if somebody else could do it.

- Properties on interfaces
  no comment

- Full Unicode 3.2 (4.0?) support, including non-BMP portions
  patches ready for review

- Make RTL text editing really work
  patches ready for review
