Toolbar editor

I modified epiphany code to use the new toolbar apis and I moved it in
libegg.
You can see the code at:

We still use libxml but I plan to move it to gmarkup later.

without sponsors do not go in."

I've seen positive comments to my previous mail but it looks like I need
Owen permission.
Can I commit this ?
