Regarding Pango underlining:

Trever, while you're in that part of the code, any chance you could look
at http://bugzilla.gnome.org/show_bug.cgi?id=125378 ?

Pango's underlining seems too thin for bold or large-size text by
default.  Owen indicates that some fonts may have hints/params for this
but it seems the default behavior (for fonts that don't specify it) is a
bit thin, which is an accessibility issues with large and/or bold fonts.
