Hi,

your proposal sounds a lot like what we did in GIMP with GimpConfig.
You might want to have a look at it. I am not suggesting that
GimpConfig should be used instead but perhaps a different
implementation can help designing such a framework. Perhaps the best
documentation about GimpConfig, except for the source itself is the
API docs generated from it:
