Epiphany toolbar editor

Hi,

This bug:

is about importing the Epiphany toolbar editor into GTK+. It's a really
nice piece of work, and I had sort of assumed it would get into GTK 2.6,
but it did not and I see no mention of it on the 2.8 plan page.

What happened to this code? Has it just been forgotten about or is there
some deeper problem with it?
