On my Windows XP system (default XP blue theme) several other apps 
prelight buttons and show tooltips on mouse over even if they are not 
active, for example Firefox, Windows Media Player, Task Manager, Calc.

I did a quick smoke test using GIMP 2.2 and gtk-2-6 and saw nothing 
unexpected, though I don't think that qualifies as a torture test :)
