Large parts of GtkBuilder "belongs" to glib, (de)serialization of objects is
not tied to a graphical toolkit. It's difficult as it is to get everyone
to agree
on API:s in gtk, let alone glib.
The consent so far has been to include GtkBuilder more or less how it
is right how and eventually deprecate parts of the API if replacements
are introduced in glib.
