There isn't yet a good story here. See

One possibility that's available now is to use SoupAddress and
SoupSocket from libsoup, and just ignore the HTTP parts of the library.
This is what the gvfs ftp backend does (although gvfs already depended
on libsoup anyway, so it was an easy decision to make there).
