This really depends, my distribution (Mandriva) puts gdk-pixbuf in a
separate binary package. Thus cairo is needed to generate the
gdk-pixbuf package because it's built as part of gtk+, but for the
final user, there is already no such requirement as installing gtk+ to
get gdk-pixbuf.
