Hmm... The read functions must expect some kind of structure, or it would not be able to read them. Ad hoc in what way?

You've already been pointed to the API that is used to read them. The syntax in the files is fairly ad-hoc, and I expect it will be a lot of work if you plan to do this in a formal way. In addition, many aspects of RC files are now deprecated in gtk3.
