Scheduling the next GTK+ team IRC meeting

hi all;

it's about time we resume the IRC meetings. I've decided to keep
Tuesday as the preferred day, between 19:00 UTC and 21:00 UTC, since
it's the date and time range that worked best for the most of us.

I've prepared this doodle:

so we can get a level of attendance for the next two weeks. I'll
collect the data and announce a date and a time on Sunday.
