Local Time Zone of GLib in Windows

Hello all,

I submitted a patch 2 weeks ago to fix Local Time Zone in Windows. I'm 
wondering if someone could check or improve my patches. It currently 
doesn't tell GLib if the time zone is in DST, but it will add the offset 
for DST if it is enabled in Windows. Maybe someone could fix that.
