You mean like the current behaviour of having around 5 pixels of
affordance area that allows you to resize the window even without a
solid border?
That should not waste too much additional space
but address significantly the loss of the traditional way of resizing
windows when using mouse that many people miss.
If you want to have an actual border, for instance in the absence of a
compositor, see bug:

Which has been pushed for 3.16.
