Is it possible to add such modules as "third-party" module?
If so wouldn't it just be possible to create a github repository a move
these modules there - so that users can decide if they take the risk or
not?

Yes, gdk-pixbuf still supports loaders as modules. For example the svg loader is shipped with librsvg. So yes, it would be possible to create a github repository and host unmaintained loaders for irrelevant image formats there - I won't do that work, though.
