I think it should be an optional setting, defaulting to SGML.
i.e. change "output-format=s" to "output-format:s".
Other than that it looks OK to me.
Does it output valid XML now?

Yeah, this is too much hassle to change at the moment.
Though I wouldn't mind if it output to ./docbook when --output-format=xml
was used.
