If we have the XML, I don't think we need to keep the SGML.
Note that the docs in help/ are very old and not that useful.
The stuff in doc/ is a little more useful, but still out of date.
What is needed is up-to-date documentation of how to set up apps to use
gtk-doc, using the new makefile stuff. (i.e. look at how libglade and
gtk+ use gtk-doc.)
