Yes. I fixed it by setting ACLOCAL_FLAGS to "-I /usr/local/share/aclocal"

This means aclocal didn't find the glib m4 macro in
prefix/share/aclocal, or alternatively aclocal had some unrelated
error and bailed out before finishing its job.
aclocal is run by autogen.sh
