Do I have GTK installed?

Hello,

sorry for another newcomer question... I'm trying to compile gtkicq.
Its ./configure complains that
"The gtk-config script installed by GTK could not be found"
and, respectively, that GTK is not installed.
Yet, I have installed the gtk+-1.2.3-1 RPM. Isn't that the right thing? If
not, what else do I have to install?
