Windows Installer for Gtk+3.6.2 and gtkmm-3.6.0

Hello Gtk+ Developers,

because i wasn't really able to find a nice Installation package for
Gtk+3 on Windows, i have made one.
It consists of two NSIS-generated setup .exe files (one for runtime, one
for runtime&development files) that install the latest stable (as of
this writing) versions of Gtk+, gtkmm and all of their dependencies. It
also sets the "Path" and "PKG_CONFIG_PATH" environment variables so the
Gtk+ can instantly be used by applications and for compiling&linking.
The silent (automated) installer mode allows to integrate it within
other installers.
