Not exactly. Gtk-glext is just one of several OpenGL extensions for Gtk+,
whereas glut is a cross platform library which allows you to create OpenGL
applications running on various platforms including Mac, X11, and microsoft
Windoze.

Not really. Glut is really intended for applications which don't use any
widget set of their own. It provides a very limited capability for menus and
buttons. However it would be very difficult to use it in any sensible way
together with Gtk+
