[gtkmm] glibmm and gtkmm 2.4 cvs modules created

glibmm 2.4 is in the "glibmm" cvs module.
gtkmm 2.4 is in the "gtkmm" cvs module.

Both build and have some examples that build. We will release first
tarballs as soon as glib and gtk+ release 2.3.0. Don't hold your breath,
but feel free to submit API-breaking patches to these modules.
