Please finally apply this libsigc++ patch

Somebody, PLEASE fix this libsigc++ bug. It is more than half a year old, and
it makes an important libsigc++ feature (and by extension, an important
gtkmm feature) useless. In fact it was first reported more than four years
ago! All this time, a very simple patch was available.

It is really a pain not to have this working for Inkscape, and I do not want
to fork yet another library just to apply a trivial patch to it.
