Yes, the pixbuf loaders are part of GTK+. They have been statically
linked before, which is probably why the installer is missing them. I
fixed the problem with a new installer:
ftp://ftp.gnome.org/pub/GNOME/binaries/win32/gtkmm/2.16/gtkmm-win32-devel-2.16.0-2.exe
