This has to do with GTK+, not gtkmm. Also, it's not inherently
impossible but it's a theme setting, and the default theme on Windows
disables images on buttons. To enable it, set gtk-buttons-images=1 in
share/themes/MS-Windows/gtk-2.0/gtkrc.
