Yes I did not specify that I included the whole <gtkmm.h> but you got it.

I can see that there is no
#include <gtkmm/volumebutton.h>
in gtkmm.h. You have to add that #include to your code.
Is it a bug? Probably. Or does anyone know a reason not to include it in gtkmm.h?
