Hi!
I would recommend to start with chennai.gnome.org and see how the group
matures. It would not be a good thing to start buying domain names to
anyone requesting and not getting GUGs meeting or doing anything much.
Likewise Shaswat should register to the GUGmasters mailing list and do
the request in person.
Last but not least it would be useful to know what CMS the Chennai GUG
has decided to use. GUGs are not online websites/blogs but people who
meet in person and agree on doing stuff together.
disclaimer: I am not part of the sysadmin team and have no idea about
requirements or what the GNOME Foundation can exactly offer. My
perspective is that the more detailed a request is the more likely it
will end up being accepted and processed.

Besides, we noticed that there is a demand of purchasing GNOME
merchandises e.g. tshirts in India :)
