[HIG] GDP word list

I wrote some notes on the GDP word list and then removed editorial comments,
FYI notes, nitpicks, and things the prudence of which I haven't been able 
to convince anyone. The result is this: Use the GDP word list and when I
complain about something that's on it remind me of that.
