[HIG] Controls chapter

D'oh-- seems there's was a bit of a mix-up over who was responsible for
maintaining the Controls chapter, hence the lack of any noticeable
progress on it for this draft.  I've drawn the short straw and agreed to
take it on for now, though, so hopefully it will be looking as shiny and
happy as the rest of the draft before long...
