[Gnome-bindings] finishing the API guidelines

I had forgotten a bit about it :-)

My initial draft is here:

Since everybody seemed to be fine with it (at least nobody expressed
disagreement), I'd like to pass it to Miguel or the committee (after a
bit of trimming up here and there) so they can take care of
publicizing it and having it applied in some way.

Any objections ?
