[LIBART] art_bez_path_to_vec

If i try to draw a bezier curve where the start point and end point
is the same point the bezier curve isn't drawed anymore.

This is because art_bez_path_to_vec() function is bugged. When it check
if subdivide or not the bezie into two parts it check for distance
beetween the start popint and the end point and that is bad.
