New API to bind in 0.4 branch

Hi!

While writing Emerillon, I found some missing API bits in libchamplain.
I added the following functions and signals:
      * champlain_view_remove_layer
      * ChamplainSelectionLayer::changed

Please update the bindings as soon as possible, 0.4.1 should be released
on Monday.  I realized I am on short notice, I just read the schedule.
(I hadn't planned a 0.4.1 ;-)
