Not exactly. There are two problems with TIOCSWINSZ handling on pty
childs:
1. ioctl() returns always -1 but leaves errno untouched.
2. TIOCSWINSZ doesn't work with pty childs :)
Other than that ioctl()s on Cygwin return non-zero on error (-1), as on
Linux, and set the errno appropriately.
