this has nothing to do with curses. it's a fundamental problem of ttys.
the "fix" would be specific to particular environments, therefore making
behavior inconsistent (e.g., remote tty logins have absolutely no way to find
out the modifier state (unless you find a terminal that has a magic escape
sequence for it)). therefore nobody is going to implement it - and this is
just what "won't fix" means.
