I think discussion about such an issue fit better in the gnome-gui list.
Btw, this idea is old, implemented in NextStep's file manager where it is
called the "shelf". My personal opinion is that a shelf should be omnipresent
(i.e. on all workspaces at once) and therefore does not belong in a file
manager.
