This is a nice thought, and of course people who design UI need to strongly
consider the expectations and desires of the users. However, it's specious
to use "user is always right" as a "proof" for why things should be done a
particular way. It might make sense if there were exactly one user, and that
one user would be happiest in the long run if in the short run the software
worked exactly as that one user expected it to. But in reality there are a
huge number of different user preferences & expectations to juggle, and in
many cases breaking past expectations is necessary to design something
better for the future.
