Yes. Choose the Backgrounds and Emblems menu item from the Edit menu. Click
on Emblems on the left side of the backgrounds and Emblems window. Click on
the Add a New Emblem button. Type in a word to use as the keyword for the
emblem, and click on the image to select an image for the emblem.

(It's possible that there is some kind of bug that requires you to put the
image in a certain place -- others who use this feature would know about
that more than I would.)
